A security and defence partnership with the European Union

In a world that is becoming more uncertain, Prime Minister Mark Carney is taking clear steps to strengthen Canada’s security and expand our trade relationships with trusted partners.
 
In 2025, Prime Minister Carney signed a Security and Defence Partnership with the European Union. Building on that work, the Prime Minister has now concluded negotiations for Canada’s participation in the EU’s Security Action for Europe initiative, known as SAFE.
 
Canada’s participation in SAFE will open unprecedented opportunities for Canadian manufacturers to work with European partners and export Canadian-made technologies. It will also expand access to the European market, attract new suppliers for the Canadian Armed Forces, and encourage private investment in Canada. With this agreement, Canada will become the only country outside Europe with preferential access to SAFE. The Government of Canada and the EU are now working toward ratifying the agreement, with the goal of officially launching Canada’s participation in the coming weeks.
 
The Prime Minister has also been advancing broader trade and economic ties with Europe. At the G20 Leaders’ Summit in Johannesburg, he met with the President of the European Commission to discuss new trade and investment pathways. Canada and the EU agreed to work toward deeper economic cooperation between the European Union and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, with the aim of strengthening supply chains, expanding trade, and encouraging investment.
 
Prime Minister Carney has also strengthened bilateral ties with European member states. During a recent state visit, Canada and Sweden launched a new Canada–Sweden Strategic Partnership. This agreement will deepen cooperation in areas such as clean power, critical minerals, advanced manufacturing, defence, research, and innovation. It will also support shared priorities in Arctic and Euro-Atlantic security as NATO Allies, while creating new opportunities for workers and businesses in both countries.
 
These agreements are part of a broader, multifaceted effort to diversify Canada’s trade, strengthen our security partnerships, and support good careers here in our community of Vaudreuil and across Canada.
