Major new investments to build a stronger, more self-sufficient Canada

Canada is facing a world that is changing fast. Budget 2025 sets out a clear plan to meet this moment. Our Liberal government, under the leadership of Prime Minister Mark Carney, is moving Canada from an economy that depends on a single trade partner to one that stands stronger on its own, backed by secure supply chains, new markets, and major nation-building projects.  
 
This work is already moving. Earlier this fall, the federal government launched the Major Projects Office to speed up the approval and construction of key projects like ports, mines, power lines, and trade corridors. These projects will help Canada unlock our natural resources and sell them in more places across the country and around the world. They will also help lower costs and secure good careers for Canadians for decades to come.  
 
The Prime Minister put it clearly when he said, “Faced with uncertainty, Canada’s new government is making bold choices to grow our economy stronger than ever before – with major investments, faster approvals, and a clear signal to workers and industry: it’s time to build. We are building sustainably, in partnership with Indigenous Peoples, and we are building Canadian, with Canadian workers, materials, and expertise. We’re taking control of our future and building Canada strong.”  

 
Here is what this next round of projects will bring:  
 
• A new Northwest Critical Conservation Corridor in Northwest British Columbia and the Yukon. This will unlock major critical mineral deposits while creating one of the largest conservation areas in the world.  
 
• A clean-power transmission line in Northwest British Columbia that will bring affordable electricity to local communities and support a new generation of clean-energy industries.  
 
• A major LNG facility led by the Nisga’a Nation, with some of the lowest emissions in the world and nearly thirty billion dollars in investment.  
 
• A nickel project in Timmins that will produce clean, low-carbon metals needed for batteries and green steel.  
 
• A tungsten mine in New Brunswick that will strengthen Canada’s role as a reliable supplier of critical minerals.  
 
• A fully Inuit-owned renewable energy project in Nunavut that will replace millions of litres of imported diesel every year and build true northern energy security.  
 
And for us in Quebec, this announcement includes a major step forward.  
 
The Matawinie graphite mine in Saint-Michel-des-Saints will be paired with the Bécancour Battery Material Plant to support the growing battery and defence sectors.  

 
This project will draw over 1.8 billion dollars in investment and will create more than 1,000 new jobs in the province.  
 
These are real opportunities for Quebec workers, Quebec businesses, and communities like ours that depend on stable, long-term economic growth. As the electric vehicle and clean technology sectors expand, our province is well positioned to lead.  
 
In total, Budget 2025 will attract more than one trillion dollars in investment over the next five years. The first and second tranches alone represent over 116 billion dollars in projects that will drive growth in every region of the country. These investments will support the Canadians who keep our economy moving: miners, welders, engineers, teachers, contractors, and business owners. People who are building their lives and raising their families. This is how we build a more secure future and make sure our workers and businesses can compete and succeed.  
 
I will keep advocating for Quebec, and particularly for our community of Vaudreuil, as this national plan rolls out. My goal is simple. Make sure our province is at the centre of this new economic growth and that families here see real benefits.
